Description

Department Overview:

Under supervision of the Supervisor of Software Development in the Office of Information Technology, the Programmer Analyst II provides software development support for enterprise-wide applications. Helps to ensure the area's technological level remains up-to-date and provides 24x7 availability support for assigned applications. Helps with solutions to problems that may arise in an expeditious, efficient, and timely manner. Responsible for performing job duties in accordance with the mission, vision, and values of the University of Central Oklahoma.

Position Overview:

Perform both programming and analysis tasks on internal business systems. Evaluate the internal technical needs of an organization and recommend solutions. Define the system and functional requirements. Assess available technologies to create development specifications. Develop and modify internal application, operating, or database systems. Create detailed test cases and may be involved in testing to analyze results. Document all programming and systems changes.

Department Specific Essential Job Functions:

Manage the life cycle for developed software including research, architecture, development, customization, testing, and release. This position is a shared position between the Max Chambers Library and the Office of Information Technology, acting as a liaison between them to ensure that all targets and requirements are met. Understands the business needs of the Max Chambers Library and translates that to improved technical processes. The position will also assist with the development of enterprise wide processes and applications.

  • Write high quality source code to program complete applications within deadlines.
  • Evaluate existing applications to redesign, update, and add new features.
  • Conduct functional and non-functional testing.
  • Maintain access, security, scalability, and usability of developed applications within the standards of the Office of Information Technology.
  • Creates and maintains documentation including diagrams, operational and support procedures. Publishes client-facing support documents to improve user experience. Collaborates with Technology Resource Center trainers and support staff to create online training modules and deliver scheduled and just-in -time application training opportunities.
  • Performs other duties as assigned.
Qualifications

Experience Required:

Requires a bachelor’s degree in related field and 3 years of experience or 7+ years of equivalent work experience in chosen field that provides knowledge of and exposure to fundamental theories, principles, and concepts. Requires the application of expertise in a chosen field to achieve results.

Experience Preferred:

Bachelor’s degree or higher in computer science or related technical field.
Experience implementing Agile or Scrum development concepts a plus.
Experience managing full software development life cycle with a focus on continuous quality improvement.

  • Design experience using a MVC framework
  • Experience with C#, HTML5, CSS3, PHP, HTML, CSS, major web development libraries (3+ Years)

Knowledge/Skills/Abilities:

Must possess strong customer service and interpersonal skills. Strong analytical, organization and collaboration skills. Ability to work well under pressure, handling multiple tasks and balancing multiple objectives, while consistently ensuring the timely completion of priority objectives. Ability to communicate technical concepts to non-technical users. Excellent verbal and written communication skills with the ability to author procedures, knowledgebase articles and proposals. Advance working knowledge and experience with designing in MVC, coding in C#, Visual Studio, and Team Foundation Server. Experience with SQL & Data Management. Adheres to and complies with UCO’s shared values and the Office of Information Technology’s Code of Ethics. This position is on-call 24x7x365 and requires the successful candidate to have high-speed internet access to their residence, and maintain a smart phone on which to receive telephone calls, email and SMS messages from servers and authorized OIT personnel.

Physical Demands:

Repetitive movement of hands and fingers – typing and/or writing. Frequent standing, and/or sitting. Occasional walking, stooping, kneeling or crouching. Reach with hands and arms. Visually identify, observe and assess. Ability to communicate with supervisor/students/colleagues. Regular physical attendance required.
