The Air Quality Specialist position is responsible for assisting the Air Quality Advisor in maintaining compliance with all applicable air quality regulations for our operated assets. The Air Quality Specialist position will be a key contributor to the Sustainability/Air Quality Teams with responsibilities including, but not limited to, awareness of state and federal regulations, legislation and permitting requirements; managing air quality consultants, contractors and projects; Spill Prevention, Control and Countermeasure; process development; program development; data analysis and reporting; providing support to regional offices and field personnel; conducting/coordinating air quality training; assisting in inspections and audits; participation in external trade associations; supporting ESG report preparation.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

Responsibilities will include, but not be limited to, the following essential functions:

  • Support compliance efforts for all air permits, both state and federal.
  • Facilitate compliance associated with closed vent systems (CVS) and emission control systems related to Vital's operations.
  • Evaluate facilities for regulatory applicability and H2S impacts, coordinating with facilities design team.
  • Develop, evaluate, and optimize compliance and reporting processes.
  • Perform excess emission evaluations for reportable and recordable events.
  • Utilize PROMAX for facility modeling and permit applicability.
  • Submit notifications, applications, and testing documentation to regulatory agencies.
  • Provide compliance support and interface with agency personnel during state and federal inspections, audits, or information requests.
  • Coordinate federal and state testing, notifications, recordkeeping, and reporting requirements.
  • Review, evaluate, coordinate, and optimize SPCC program.
  • Review and process invoices for all air quality contractors.

EDUCATION, KNOWLEDGE AND SKILLS:

  • Minimum of 5 to 7 years of experience in air quality related role(s).
  • Bachelor's Degree in engineering, science or environmental studies is preferred.
  • Experienced in state and federal oil and gas air permitting and compliance activities with an emphasis on Texas.
  • Expertise related to federal and state air quality regulations including but not limited to NSPS OOOO/OOOOa/OOOOb/OOOOc, JJJJ, MACT ZZZZ, Subpart W, Methane Emissions Reporting Program (MERP), and proposed methane, air and climate rules.
  • Experience in calculating emissions inventory, data-gathering and report generation.
  • General understanding of oil and gas operations and associated emissions.
  • Experience in a public oil and gas corporate environment preferred.
  • Experience with The Environmental Partnership, Veritas and OGMP 2.0 is preferred.
  • Proficient computer skills and competencies in Microsoft Office is required.
  • Experience with modeling and optimization via PROMAX is strongly preferred.
  • Must be able to effectively work in a multi-disciplinary team environment and possess excellent communication skills, both written and verbal.
  • Effective team player who takes an active role in team responsibilities.
  • Self-motivated, highly ethical, with an ability to work with minimal supervision.

COMPENSATION:

Salary is commensurate with experience.

WORKING CONDITIONS:

Approximately 20% travel where exposure to conditions of extreme heat/cold, fumes and gases is possible. Potential exposure to moderate/loud noise levels. Job hazards include working around construction activities and working around pressurized vessels/pipelines and energized equipment in all weather conditions.

PHYSICAL DEMANDS:

Work normally requires finger dexterity and eye-hand coordination to operate computer keyboard at moderate skill level. Work may require pushing, pulling, or carrying 20-to-40 pound objects. Work involves standing and walking at oil and gas facilities as well as sitting and working at a desk and driving for extended periods over rough terrain.
