Summary: The Chief Operating Officer provides strategic leadership on the Executive Management team and leads the development and management of the Association's Enterprise Risk Management, Human Resources, Compliance, Corporate Communications, Marketing, Business Intelligence Reporting, Facilities and Vendor Management. Assists the Chief Executive Officer by administering association operations in all specified areas. Fosters a corporate culture that promotes ethical practices, and the association core values, encourages individual integrity, and fulfills social responsibility.

Position Responsibilities:
Strategic Leadership

  • Works with other members of the Senior Management Team and Board of Directors in developing, communicating, and implementing the Association's Business Plans and results. Participates in Board of Director meetings by presenting data, information, and educating Board members in specific areas of expertise.
  • Leads the development of business strategies for areas of responsibility
  • Demonstrates initiative to anticipate, plan, organize, inspire, and lead Association to opportunities.

Program Management

  • Develops, implements, and administers business plans and operational policies.
  • Develops, implements, and monitors the Association's overall marketing strategy and business plan.
  • Manages to ensure the Business Plan, strategic objectives and CAMEL factors are met.
  • Identifies human and financial resources needs to meet Association needs.
  • Monitors customer service levels for effective delivery of loans and other financial products and services
  • Provides leadership in Enterprise Risk Management areas and compliance.
  • Building projects and administration of building leases.
  • Guidance and leadership in training and development through leadership and direction of the Human Resources team. Makes recommendations to the Vice President of Human Resources and the Executive Team on department staffing needs. Ensures that supervisory practices promote fair treatment of all employees, are free from discrimination and are supportive of the Affirmative Action Plan.

Compliance

  • Primary Executive level leadership for management and direction over Association policies and procedures
  • Primary Executive level leadership for all Association external legal counsel engagements and relationships, including SOCO.
  • Ensures compliance with Federal and State regulations, including FCA regulations.
  • Seeks opportunities to increase staff knowledge and understanding of compliance requirements.

Working Relationships

  • Frequent interaction with association departmental staff and management.
  • Frequent interaction with other association senior management staff, CEO, and/or board members.
  • Frequent interaction with CoBank and other Farm Credit System teams.
  • Frequent interaction with area professionals including attorneys, consultants, and others who deal with the association in the normal course of business.

Committee Participation

  • Serves as Chair of the Association's Enterprise Risk Management Committee
  • Facilitating Meetings
  • Collaborating with other Senior Leaders and divisions to accurately review and report risk Management activities for the association.
  • Leading monthly meetings with the Executive Team to discuss and direct policies, procedures, and administration.

Continuous Process Improvement

  • Leads continuous process improvement (CPI) strategies and efforts for areas of responsibility.
    • Aligns risk process appetite and promotes CPI based on Lean Principals
    • Reviews and approves new or revised policies and processes.
    • Measures impact of process changes
    • Selects outside vendors to improve efficiency and/or effectiveness.
  • Contributes to Association CPI initiatives.

Staff Management

  • Selects, develops, motivates, and evaluates team members.
  • Establishes team goals and provides direction for team members.
  • Implements performance standards and completes performance evaluations.
  • Coordinates goals and objectives to ensure they align across the organization.
  • Selects, develops, motivates, and empowers team members.
  • Assesses talent and organizational structure and determines the division of responsibilities and how teams should be organized.

Minimum Qualifications:

  • Bachelor's degree in agriculture, finance, economics, accounting, business management or related field
  • Ten years of progressive experience in Farm Credit, finance, banking or a related field
  • Five years of supervisory and senior management leadership
  • Or an equivalent combination of education and experience sufficient to perform the essential functions of the job.
  • MBA preferred.
  • Risk Management Certification (CRMP) preferred.

Knowledge and Skills Required:

  • Advanced knowledge of GAAP
  • Advanced knowledge of commercial loan documentation
  • Broad knowledge of credit concepts, regulations, policies, and procedures
  • Proficient knowledge of financial statements and accounting principles
  • Proficient knowledge of agricultural industry and economics principles
  • Specialized knowledge of banking administration and accounting practices; financial analysis and reporting; and applicable Federal, State, and Farm Credit Administration (FCA) regulations.
  • Proficient knowledge of Word/Excel/PowerPoint/Outlook sufficient to create, update and save a variety of documents
  • Advanced customer service skills, including the ability to communicate complicated information, deliver bad news effectively, and exceed customer expectations
  • Skill in visualizing, articulating, conceptualizing, and solving problems
  • Skill in gathering, compiling, and organizing information
  • Skill in writing concise, logical, grammatically correct analytical reports to explain credit determination
  • Skill in differentiating significant and insignificant details
  • Skill in establishing and maintaining productive relationship with customers
  • Skill in performing a variety of duties, often changing from one task to another of a different nature
  • Skill in interacting and working effectively with others
  • Skill in oral and written communication, sufficient to exchange information effectively with peers, customers, and supervisor
