Proposal Manager

Interprets solicitation requirements or source selection regulations and coordinates proposal response strategy for small to mid-size (<$30-M) competitive or direct award opportunities.

Compensation & Benefits:

Estimated Starting Salary Range for Proposal Manager: $94k - $165k plus annual bonus. Location is remote.

Pay commensurate with experience.

Full time benefits include Medical, Dental, Vision, 401K and other possible benefits as provided. Benefits are subject to change with or without notice.

Proposal Manager Responsibilities Include:

  • Managing, coordinating, and tracking day-to-day proposal activities
  • Participating in Proposal Kickoff (internal/external)
  • Host and facilitate Proposal Development Standups
  • Analyzing the RFP and develop the proposal compliance matrix.
  • Allocating and tasking available proposal contribution resources
  • Creating and managing proposal development SharePoint site
  • Working with team writers/contributors towards content planning and consensus before writing begins using storyboarding and/or by preparing a proposal outline, template, and writing guide/style sheet for writers.
  • Coordinating with Contracts Manager for execution risk and compliance review feedback by kickoff
  • Communicating and following up on all data calls and reviewing data received and requesting validation/correction as needed.
  • Coordinating with Subject Matter Experts for input expectations
  • Capturing and disseminating action items discussed during meetings/conference calls.
  • Tracking and reporting status of volume development daily to the proposal team
  • Ensuring full content compliance with all RFP requirements
  • Coordinating proposal color reviews and approval process IAW standard practices and system of authority
  • Ensuring that the proposal conforms to any company publication or convention standards.
  • Maintaining proposal quality control checklist and style guide IAW company branding standards
  • Prepare the final cost/price and technical volume copies (electronic and paper) for delivery.
  • Coordinates final review with Contracts for sign-off at the appropriate level.
  • Assisting with the production of the final proposal (production/assembly)
  • Performs other job-related duties as assigned.

Proposal Manager Experience, Education, Skills, Abilities requested:

  • Bachelor's degree
  • 7 years of related experience with Federal contracts and their technical requirements, or an equivalent combination of education and experience.
  • Ability to manage the development of successful proposals for the Federal industry.
  • Advanced knowledge of Microsoft Office products.
  • Ability to maintain the highest level of professionalism, confidence, and integrity while directly dealing with internal and external customers.
  • Ability to produce results and think strategically.
  • Ability to identify alternative solutions, conclusions or approaches to problems.
  • Ability to prioritize work and successfully meet deadlines in a fast-paced environment.
  • Ability to lead, mentor and advise large, virtual teams.
  • APMP Bid/Proposal Foundation Certification desired.
  • Shipley training/experience processes; certification preferred.
  • Experience with VisibleThread desired.
  • Must pass pre-employment qualifications of Cherokee Federal
