About the role

Located in Tulsa, Oklahoma, Covanta Tulsa is an award-winning Waste-to-Energy Facility that serves the Tulsa area with reliable and sustainable waste management.

About the Opportunity

This position will primarily be a "hands-on" position that involves the waste approval process, the testing protocol of inbound waste materials, and managing the facility's compliance with its environmental permits and related environmental regulations. The position will be on-site, with little to no travel required.

Preparation and submission of environmental compliance reports and requirements per permits and regulations to regulatory agencies. Assistance with permit application modifications to the facility's existing permits and new permit applications as the site expands and adds additional processes to meet the needs of its customers.

This position is multi-faceted and involves working with on-site Covanta employees, off-site Covanta sales and customer service personnel, Covanta environmental teams, as well as Covanta customers and Oklahoma regulators. Strong written and oral communication skills are required. This position will report to the site Facility Manager with continued communication to the Regional Environmental Director.

A degree in environmental sciences, chemistry, or a related discipline is required. If not a degreed chemist, a strong knowledge of chemistry is needed to assist in allowing the facility to process a variety of non-hazardous industrial wastes (NHIW), which includes safely blending materials together.

In addition to the day-to-day operations of waste approvals and waste receipts, this position requires the ability to work with health and safety managers to complete documents as well as write and implement standard operating procedures (SOPs) related to EHS/management of onsite wastes. Also, it requires the ability to prepare outbound waste profiles for NHIW material that cannot be managed onsite and needs to be profiled to an alternate 3rd party waste disposal facility.

Skills:

  • Working knowledge of chemistry and chemical analysis and understanding of health & safety aspects of a Safety Data Sheet (SDS)
  • Understanding of the RCRA Hazardous Waste regulations at the state and federal level, DOT (Department of Transportation) Hazmat regulations, and universal waste regulations
  • Proficiency in sampling techniques for representative sampling and QA/QC regarding inbound waste received.
  • Understanding the federal and Oklahoma solid waste regulations surrounding a permitted solid waste processing facility.
  • General knowledge of the Oklahoma E-Waste recycling regulations
  • General knowledge of the Oklahoma air pollution regulations.
  • General working knowledge of the POTW discharge permitting process and the requirements of CWT (Centralized Waste Treatment)
  • Experience in both written and oral skills with state and federal agencies.
  • Previous experience in preparing environmental permits and permit modifications related to hazardous and non-hazardous regulations, especially at the state level.
  • Ability to assist with both on-site environmental audits and "paper only" environmental audits requested by our company's clients or national account managers.
  • Ability to prepare and implement SOPs related to facility operations as it relates to waste approval, waste receipt, QA/QC-Non-Conforming resolution with the customer, waste rejections, and working with facility Health & Safety manager in safely managing waste materials in the Material Processing Facility (MPF)

Position Requirements & Qualifications:

  • Bachelor's degree in environmental science, Chemistry, or related discipline.
  • Initial 40-hour HAZWOPER certification with documented annual refreshers if applicable.
  • Annual RCRA training certification.
  • Current DOT (3 years) Hazmat training certification.
  • 3-5 years of non-hazardous and preferably hazardous waste permitting experience with the Oklahoma Department of Environmental Quality.
  • 1+ year(s) of working with a city wastewater pretreatment department (POTW).
